The guy moved a tent and stuff to the roof because the river/lake is flooding. He wants to protect his home and stay instead of leaving it.
Being prepared by having a camp on the roof during the flooding would allow him to be rescued easier.
The gun was overemphasized.
For all you know, the reporters could have ASKED to see his gun, then cut down the long interview they had with him to a short segment with him and his gun.
